Review of December Meeting
Jeff Cantor called the meeting to order at 6:55 PM after an enjoyable social hour.
Treasurer Bob Phelps reported that ATRA has $10,650 in the bank. Outstanding bills from Russ MacCleery and Larry Twitchell will reduce this figure.
Our speaker was John St. John of Nobis Engineering in Concord who spoke on the requirements of The Multi Sector General Permit – 2008 requirements. The key requirement and Step 1, which many of us already have, is the Storm Water Pollution Prevention Plan (SWPPP – pronounced as ‘swip’). John stated that EPA is likely to be more active in the years ahead than they have been in recent years and that these requirements require much detail and paperwork. He advised us to get that SWPPP document off the shelf and review it very soon – like now. If you have to do one, the cost is approximately $2500, but it is a job that can be done in-house. (In a separate email I’ll send the SWPPP Template that was prepared by EPA.)
The 2nd Step in the process is to file a Notice of Intent (NOI), which can be done electronically and is due in January ’09. Do not file this document until your SWPPP is complete and you are satisfied with it, as you are really held accountable for your SWPPP.
The 3rd Step is the filing of the first quarterly report on April 1, 2009. This report requires visual monitoring (during rainfall!) and analytical testing looking for Aluminum, Iron and Lead. Qualified personnel should do the monitoring, recordkeeping and reporting.
A lively question and answer period followed John’s presentation.
Those members present agreed that we should investigate the possibility of purchasing a video camera/recorder for use at our meetings. DVD’s could be produced and supplied to interested members who were unable to attend the meeting.
